What is an Official Plan?
The Official Plan is the overall policy for how land is used in Collingwood and will be the vision for our community over the next 20 years. The plan is the guide for the Town’s growth and directs where, when, and how growth should occur.
Why update the Official Plan?
The Planning Act requires the Town to update our Official Plan every five years to make sure that it is in line with Provincial and County plans, such as:
A Place to Grow: the Growth Plan for the Greater Golden Horseshoe
County of Simcoe Official Plan
In Ontario, the planning system is based on a ranking of plans. These plans change often and each time that a change is made, new content is added that gives new direction or changes the planning system. The Town has to make sure that our Official Plan is updated to match Provincial Plans and the County Official Plan.
The plan also needs to be updated to:
Integrate the content of other Town plans that have recently been approved or are soon to be approved with the Official Plan.
Update the Official Plan to provide Council with the tools they need to manage future growth.
How can I get involved?
There will be many chances for public input during the Official Plan update process and we want to hear your ideas! Please watch this page and Town social media for updates on how you can be involved.

Minor Delay to Release of the First Draft of the Official Plan
Share on Facebook Share on Twitter Share on Linkedin Email this linkWork has been underway on preparing the first draft of the new Official Plan for the Town of Collingwood. The goal of the project team was to release the draft in March 2022, with public consultation opportunities to follow. However, on Thursday, March 10, 2022, Town Council resolved to temporarily redirect consulting resources to the review of another transformative project for the Town – a Minister’s Zoning Order for the proposed Poplar Regional Health & Wellness Village. The decision has the effect of delaying the release of the draft Official Plan by approximately 3-4 weeks. Please stay tuned!

Land Owner Re-designation Requests
Share on Facebook Share on Twitter Share on Linkedin Email this linkAs a result of landowner requests for re-designation through the Official Plan update process, Planning Services is taking Staff Report #P2021-27 to Development and Operations on Sept 13, 2021, and then to Council on Sept. 27, 2021.
The purpose of the staff report is to provide Council with recommendations and to provide direction to staff. The staff report is located here

Approximately 250 people attended the sessions to talk about the topics that the Official Plan Update will cover and the potential directions to address community issues. Planning Services thanks everyone for their input and participation.

The presentation slides from the workshops as well as a summary memo of the comments received are posted on the right side of this page under "Engagement: Presentations & Reports."

Draft Options and Recommendations report released

The draft report can be found under "Draft Options and Recommendations Report" at the right side of this page. The report is intended to provide high level policy direction for the drafting of the new Official Plan.
Virtual public workshops are being held November 30th and December 1st to hear your thoughts on this report as well as the Discussion Papers, which were released in the summer. Additional workshop information and the registration link can be found in the newsfeed item below. The Discussion Papers are posted at the right side of this page.

Eight topic-based workshops are planned over the two days so that you can provide your feedback on the Discussion Papers and the Draft Options and Recommendations Report. Please register for the workshop(s) that interest you:

Topic-based discussion papers released

- Growth Management
- Sustainable Development
- Housing Options
- Community Design
- Greenlands (Natural Areas & Parks)
- The Downtown and Waterfront
- Transportation
- Municipal Infrastructure
In addition, a discussion paper on what COVID-19 might mean for the community has been added. The papers can be found at the links above or under "Discussion Papers" at the right side of this page.
The papers are meant to get people thinking about solutions for solving problems and charting a course for the community's future. The discussion papers set the stage for the fourth phase of the project, Options and Directions, targeted for October. The fourth phase will provide possible solutions to the issues identified in the discussion papers.
Some things to consider when reading the papers, include:
- Have the consultants accurately captured the issues of importance to the Town?
- Given this information how do you see the Town best developing over the next 20 years?
- What ideas/solutions come to mind in reading the information?
To submit comments on the discussion papers, please email officialplanupdate@collingwood.ca by Friday September 18, 2020. Please use the subject line “Discussion Paper Comments” and format your comments as:
