The new, state of the art water treatment plant expansion on the pristine shores of Georgian Bay is a monumental project for the Town of Collingwood. The expansion brings vast and sustainable residential, commercial and industrial expansion opportunities to the community, setting the stage for the next 25 years or more.
Collingwood's Innovative approach to this project included pre-qualifying general contractors early in the design process which allowed the Town to ensure reputable and experienced contractors would be bidding on the work. The Town was then able to take advantage of their experience and involve the prequalified contractors in the design process by retaining them to participate in multiple workshops to discuss contract issues and constructability items. Their feedback during the design allowed the design team and Town to consider and incorporate their viable suggestions into the contract documents resulting in what is hoped to be a robust design minimizing issues, conflicts and changes during construction.
The revised Tender Closing is September 12, 2023 (Revised from July 31, 2023).
This public information centre will present information on the project background, the Municipal Class Environmental Assessment process, alternative designs under consideration, evaluation of proposed alternatives, and the next steps in the planning process.

Environment Study Report (ESR)
Water Treatment Plant Expansion has finished this stage
An Environment Study Report (ESR) will be prepared to document the Class EA process and made available for a 30 day public review period.
Notice of Completion
Water Treatment Plant Expansion has finished this stage
A Notice of Completion will be issued that will identify the final Preferred Design, the start of the 30 day review period and the online links available to review the ESR document. The notice will also provide instructions for submitting a Part II Order request.
Class EA Process Completion
Water Treatment Plant Expansion has finished this stage
Once the 30 day public review period ends and if there are no objections or requests for a Part II Order, the Class EA process is considered complete. The project can then move forward to Phase 5 involving the completion of detailed design and construction at a future date.
