The draft Master Mobility and Transportation Plan (MMTP) is available for review and will be presented to Council on Monday, April 27, 2026. Appendices for the plan are in the Documents section of this project page. Members of the public are welcome to speak to Council during the meeting (maximum of 5 minutes per person) in person at Council Chambers, 97 Hurontario Street, or online. Following the Council meeting, the Draft Plan will be under review, with an anticipated Staff Report and Final Plan to be presented to Council in June 2026.


The objective of the Master Mobility and Transportation Plan (MMTP) is to provide the Town of Collingwood with a comprehensive strategy that deals with current and future transportation issues. To help in the development of the plan, we want to hear from you! The Town is working with its consultants (EXP) to undertake this exciting initiative.

The MMTP will provide the long-range planning necessary to identify needs, establish priorities between vehicles, active transportation modes (e.g., cycling, trails), and transit, and provide a planning framework for future infrastructure improvements and network development. To be effective, the Master Mobility and Transportation Plan must integrate land use planning and consider the full impact of transportation decisions from a variety of perspectives.

The MMTP will connect and leverage existing transportation assets, including:

  • Provincial Highways;
  • County Road Network;
  • Town Road Network;
  • Trails, Pedestrian and Cycling Networks, and Bicycle Routes;
  • Municipal and County Transit;
  • Parking Facilities; and,
  • Marine, Rail, and Air Facilities

The Plan will be developed with a base year of 2024 and have two distinct forecast horizons, one at ten (10) years (2034) and one at twenty (20) years (2044). Horizons will focus on the required/desired transportation infrastructure needs at those times and the policies and programs required to support the desired transportation network. Policies and programs will be developed so that they are introduced where applicable prior to or after the horizon years up to 2051.

Municipal Class Environmental Assessment

The MMTP will follow Approach #1, which addresses Phases 1 and 2 of the Municipal Class Environmental Assessment (EA) process (March 2024). Phase 1 involves the identification of a problem (deficiency) or opportunity, and Phase 2 will include the assessment of identified alternative solutions, with a preferred alternative solution being chosen and documented in the Master Mobility and Transportation Plan.

Public consultation is a key component of the Municipal Class EA process. We are looking for your input to guide the direction of the Master Mobility and Transportation Plan, gain an understanding of the concerns and needs of stakeholders, and help in the selection of a preferred alternative solution. Consultation activities will include two Public Information Centres (PICs), notifications on Engage Collingwood and in printed media, and a survey, all of which we encourage you to get involved in. PIC#1 was held on March 25, 2024, and PIC#2 was held on September 8, 2025.

The final MMTP will be issued for public, agency, and Indigenous community review through the Engage Collingwood website. The MMTP will describe the study process and provide the preferred alternative solution and proposed mitigation measures. The MMTP will be made available for a 30-day public and agency comment period.
